Solution
Lazy eye + slight negative canthal tilt - gives the droopy/ unfocused outward look.
Fortunately dark circles are not that bad, I would still suggest, you to apply a caffeine under eye serum for hopium.
The infra orbital bone's placement is genetic and cannot be altered.
You may cope with orbicularis oculi training (I am a victim to this), eye lid pulling is questionable but can be tried

Eye massages, ice on lower eyelid, ofc getting enough sleep, tbh I think it's genetics so there's nothing you can do apart from that
