The law is what enforces social cohesion among those that wish to participate in a society - without rules and regulations to project the expected behaviors of a society, we begin to devolve into animals who survive on instinct.

Without rules - and subsequently punishments, we showcase not only the inability to prevent those who intend to commit harm towards other - but harm to the collective, that we have any means to stop them - but we invite others who previously feared litigation to join in the harm.

Consider the influence the law has - not only in its statutory of limitations, but the fear it instills - and crimes prevented as it uses everyone incarcerated as an example for those who otherwise would commit crime.
