Tbh I believe in the harsh winter theory, which basically says any population who has to go through harsh winters ends up putting future planning and delayed gratification to use which is what eventually leads to a futuristic society

Africa is hot and so is most of the Americas so they could just sit around and chill all day without having to add future planning to their culture
