My dad gets let's out his anger on me by yelling and then apologizes the next time I see him(usually in the same day). For example: today he said that I dont do anything and basically just called me useless over not taking the trash bins back in. They dont have any affect on me since i have low inhib but I remember reading about the cycle of abuse in health class and it really matches the situation im in.

There is no guide to parenting, why don't you have a talk with him about his anger issues and see where that goes.
I think the tell in that conversation whatever path it goes can lead you to the conclusion of possible abuse if he blows up during it for instance.
