i dont think the culture is necessarily the main issue, there’s tons of trash everywhere in algeria, the workers do the bare fucking minimum to get payed, and they just generally don’t make any effort to modernize and improve their country. ex: my parents hired some guy to install tiles, this dude completely disregarded the pattern of said tiles and made our floors look like they were installed by a r****d
