it’s not that “women don’t approach because of safety” or “because men are treated badly or well” in some simple way. It really depends on the country, the city, the family, the environment… it’s not one uniform thing at all.
where I’m from, it’s just not the social norm for women to approach men first.that doesn’t automatically mean fear or oppression or anything extreme, it’s just how people are raised and what’s considered normal behaviour. men usually take the initiative, so most women don’t even think of doing it.
