Get checked by a dermatologist if you can afford it is my recommendation. But yes, after 18 you could start using it, but it is not recommended until I think around 21 - 25 years old when your growth is completely finished. Take my answer with a grain of salt I am not too knowledgeable in this.

If it's hyper-aggressive he should take it (only if early puberty). Or his hair is ruined for life.

If it's slow, he should wait till he's a bit older (so puberty gets finished).
