From what I found, no they're not similar. I usr otrivine and it's meant for short periods of time, max 3 days of use.

It instantly lets you breathe properly through your nose again and it's meant for stuffy noses
 
i could never understand this. putting stuff up my nose doesnt feel good
It's only for like 5 seconds, and afterwards you breathe like usual through your nose for 8 hours

Yeah prorhinel is just salt water, while otrivine is a menthol + a pharma grade molecule
