Yes, you are right that there are people who need serious help with speech, and yes you need your tongue to speak. My classmate is not one of these people. Every speech related fault is not related to something that takes effort to fix. Because of a lot of judgements I can make from spending time with him every day for a year, including him speaking normally when he needs to, I can understand that professional help is not needed.

Even if speech comes from the tongue, is it efficient to speak with your mouth closed? You need a functioning tongue AND you need to open your mouth. My classmate needs to fix the mouth part.
