Is there any actual way to increase fat under eyes if you were born like it?

Like ANYTHING besides surgery/filler. Is there any skincare that really works for it?

I've had them since I was a kid and I really hate them so much, it's not just dark circles like my undereye is actually sunk in.

I don't think it looks bad at all, it's mostly genetic so you don't have much to do. You have pretty eyes anyway so I wouldn't focus too much on it. Mark solution, you don't need implants.

I dont think so no but if you were considering something i would recommend implants not fillers
mark as solution

the only way to increase fat locally is fat grafting surgery, mark as solution, you can find the tick to the right of this message
