It's going to be pretty tough to answer with a much richer explanation of what kind of specific behavior you have in mind here. An analogous question exists in the law, so it may be useful here to think about what kinds of acts do and don't count as entrapment and then use the distinctions there to bear out some analogous set of criteria to see if you can defend something like "wrongful" scamming and "non-wrongful" scamming (and maybe even morally required scamming).
