If someone doesn't put effort it usually means they are lazy or waiting for you to end things because they don't want to.
A relationship is supposed to grow, stalemates can be talked about but if effort stays onesided it's doomed.

I say it's a good thing because there are apparent signs, it sucks not knowing for real so that's where communication is a thing.
If efforts an issue constantly it's time to leave for your or whoever's sake.
