in my opinion, i don’t think surgery is needed. the skin you call “hyoid,” is barely noticeable, it could possibly be fixed with mewing(?).
Mewing will not fix his hyoid

your hyoid is not all that bad. instead focus on fixing recession, get a trimax instead.
