I keep seeing people saying one or the other is bad or they either use both, i just wanna know which one is best for making more thick eyebrows and better eyelashes
Better use both since they don't do exactly do the same things, they're more complementary

Minoxodil works by increasing blood flow to the targeted area, which stimulates hair growth, and can also strengthen existing hairs, castor oil claims to strengthen the hair and possibly promote hair growth, not by increasing blood flow like minoxodil though, so you could use both without issues.

Minoxidil for your eyebrows
castor oil for your eyelashes

Generally not recommended. Minoxidil dries out the skin, and applying it over oily skin can hinder its absorption.
