I was using 5% minoxidil for eyebrows for 2 months now and no difference yet
Minox take up to 6+ months of daily use to see serious results. Because you start to vellus hair to terminal hair into an anagen phase, and it takes time

However if you're sure to be a non-responder, you should apply a retinoid (retinol, adapalene, low-dose tret) few times per week on the eyebrows area (on the skin, not the hair) to boost sulfotransferase process on skin and turn minoxidil into minox sulfate, who should gives you better results.

Apply retinol and 1 hour after apply minox, and then go to bed. In the morning don't forget to sunscreen your eyebrows area, it's important.
