it's not a crime to carry, can't really be construed as intent either unless he drew it.

He had Prior Record of Destruction of Private Property.

Man wasn't infact stalking him but was being a Public nuisance & Nuisance to Clav

This is Textbook Premeditation w/ Implied Malice or Conscious Indifference for the Life of the Man.

So here are the Crimes & Charges,
Since he was provoked, this was Voluntary Vehicular Manslaughter ( If the Victim Dies ) or the attempt of such a crime. ( If the Victim Recovers ). To the Extremes this is like 1st Degree Murder.
Clav is also in Possession of & is in the clip Intoxicated with Methamphetamine. So DUI & Drug ( Meth ) Paraphernalia Charges

30+ Years At least.
