That person is a larp through and through. He is a Mexican/Central American man in his 30s living in USA who decided that pretending to be a girl online is the best way to spend some free time. He uses voice modulator to sound female but it is obvious by the tone of his voice it is actually artificial. His mannerism is also quite telling.
