Should i bulk before Building muscle bc im too skinny or is it okay

Idk if its true or no but i was checking stuff and asking ppl abt this topic, they saying gaining muscles from absolute 0 is lit impossible work, so i would bulk a little
 
you cannot sculpt a pebble. lean bulk

~250 calorie surplus
almost a gram of protein per pound of bodyweight
keep carbs and fats up too
eat clean
sleep well
train properly and build muscle
put on weight and progressively overload week to week
dont do oofy doofy overly specialised shit as a beginner

stop when you look too fat.
