Surgical like options for eyebags

I thought I knew what I wanted to do to get rid of them but not 100% sure. I'm 18 and my eyebags are genetic, nothing I can do except surgical options. Is a lower blepharoplasty the best idea? Should I consider lasers like morpheus 8 or co2? Or under eye injections? I'm just not sure the best way to get rid of them
