We just post the usernames in the mods chat and ask for opinions. "What do you guys think about X being a moderator?" and so on. Normally the moderator will explain in depth why they think so-and-so should become mod and mods will debate back and forth. Users are actually recommended very often (at least a few times a week), but they normally make a convincing argument of why we should hold off and so we do.

In regards of Swan, I recommended her 3 times, I think and every time there were not many concerns. The only concern I could think of maybe is she comes off as very sweet and might be a pushover, but I don't believe it to be a concern. She's very firm and is very honest and direct with people, open to discussions and disagreements; she's just very polite. Being polite =/= pushover. I know she would hold her ground if she needed to.

Users are mentioned often, so much that I don't actually remember most of them. I only remember people I've personally recommended or supported. Incognito, swanneo, and Tuber were my main picks.
