Light skin isn't "European". It's WESTERN EURASIAN. Almost all Western Eurasians have the SLC24A5 gene. There's not a single Western Eurasian country where the gene doesn't exceed 90%.

"European" is not a genetic category. Firstly, most human variation is WITHIN groups and not BETWEEN groups. Secondly, genetics are clinal and even more abrupt changes don't constitute "races". Thirdly, there's a greater genetic difference between Western/Central Russians (largest "European" nation) and Tuscans than between Tuscans and Persians (Iranians).
