Thick lower eyelid

I want to improve my eye area and something i noticed is that when laughing/smiling my lower eyelids get thick is there any way to fix this by softmaxxing?

(The picture is from 2-4 months ago, i lost some bf and it became a little bit less. If i lose more bf will this help?
