For orthodontic treatment, it does show substantial proof that it works. But let's look at the methodology.
To begin with, the control group did NOT receive any supplemental Vitamin C

This automatically makes it uncomparable or useful to megadose such Vitamin C supplements or dietary Vitamin C.
Vitamin C deficiency, is extremely rare. So comparing rats who consumed no Vitamin C compared to ones who did, is frankly useless.
"This study assessed >22,400 participants (aged 40–79 years), revealing a weighted mean of 54 µmol/L vitamin C (48 and 59 µmol/L for men and women, respectively), and a prevalence of deficiency of 1.4% (2.2% for men and 0.8% for women)."
So, if you consume the RDA for Vitamin C, it's unlikely you will require "megadosing" absolutely anything for orthodontic purposes, and isa waste.
While vitamin C is low toxicity, it can cause some issues when receiving over the recommended dose.
Significant sources of Vitamin C in food (if you are not receiving sufficient amounts, which COULD lead to slower orthodontic progression)

Unlike Vitamin C supplements that only contain Vitamin C, these foods are multi faceted.

depends completely on your purpose, alot of people use it for skin lightening, although its extremely ineffective especially relative to other methods. good thead tho
 
I don't see how mewing and vitamin C could be related ..
