Why do I have to wait 3 months to create a new account whats the porpuse?

To prevent abuse. If users could just delete an account and come back whenever, everybody would be doing it often (which they do often here). .org is larger than .com so their goal is to make sure punishments are being handled properly and users are serving their sentences instead of account hopping and making it difficult to keep up with.
