Saying sorry while continuing the same behavior is dishonest and manipulative. Obviously.
It gives this illusion of accountability without real change at all. You begin to walk on glass with trust around people like this. Never apologizing, at least, is transparent and can mean many things. People know where you stand, and no false promises are made. Silence is more honest then empty words.
