If the man gets OTHER girls then getting him is a accomplishment/ flex

If the man gets NO girls then getting him is no flex because no one wanted him to begin with

It’s not in general this would apply more in a relationship. I do not use it as an insult but the men usually take it as one . Its just an observation if they actually do act like a woman .
