white spots with a bit of brown skin under eye

i have white dots (small) on under eye not on full under eye but on start of the medial canthus, its due to melanin that's for sure cause when i move skin it moves with it, how to deal with it?

don’t pick
exfoliate
use some sort of retinoid

that’s it for things you can do yourself
they can be removed permanently by a dermatologist
