I see only 2 reasons

1/ Deep rooted on the early stages of unconscious hypergamy, women tend to try to be the most sexy female outhere for :

A) Attract the best man/men she can get for the goal of creating high quality offsprings and/or monogamy with a male. That's why it evolved about love, and also why in the early stages it was basically hook-up culture but without protection.

B) Show to the competition (other girls) that she is the best choice (i want to be confident) for the best male outhere, basically the pick-me term lol.

2/ That whatever females are doing, men will always sexualize them because of their reproduction needs wired by basic human instincts. Long hair on a woman, smelling good, voice, are already features who trigger men's urges to be involved romantically with a female, so imagine other features like body parts. That's why through history there was poor attempts to hide women's bodies through religious clothes and limiting reproduction/hypergamy via strick laws about reproduction like marriage and virginity confirmation.

I don't see a connection between the thread title and the content, but I totally agree with the part about them touching and trying to seduce cause i just wearing a tank top. Even when I'm wearing shorts, I have foids who won't stop touching me; it's another level of discomfort.
