They are doing this… CRISPR is a case in point. gene editing is a relatively new and very risky procedure. Much simpler to alter the embryo, which will then develop whilst already carrying the change.

You shouldn’t imagine it changing things on a large scale, not yet at least
If you want to change your DNA, expose yourself to ionising radiation
