It took me 4-5 years to even try to make an account because I lived in an apartment building. The mods thought I was trying to create an alternate account. I was very confused but I then realized it was probably because there was someone else in my apartment building that created an Org account hence I couldn't create one

Probably because your reason field was shit. We don't ban or reject solely for IP unless it's a VPN/Proxy. Having a shared IP is not enough to get rejected.
