I think in Europe the UK is the most similar due to language being the same so they can absorb the culture faster

That is nonsense, there are millions of arrogant and fake people all over the world. Actually, on average people in Europe are much less friendly and people in Asia are much more flakey.

South Europeans in general are friendly, very warm and genuine culture. I am talking about North Europe and East Europe.

I don't really agree with that. It's just that in America, they'll have the courtesy to at least be friendly when they first meet you. In most other places they just make it clear right away that they want nothing to do with you. That's the only real difference.
