Secondly, schools will need more funding from the government, leading to either an increase in government spending (which generally results in increased taxation -> less disposable income for taxpayers), or the schools won't recieve as much funding, leading to a shitty quality of education.

It's generally the labour-dominant countries that are overpopulated. India, China, Thailand, etc. These countries get a majority of their income from exporting manufactured goods, so it would be incentivised by the government for parents to have more children (more money for government and family).
