I am really high bf% and wondering if being 10% bf will make my ramus look bigger. It looks small because of the fat, but I can sense that its likely medium, but its just the fat covering it.

Yep leaning down will help, also if you have an overbite and you correct it your ramus will look longer
I also have a little failo because of chewing on one side. It feels like my right ramus is shorter than my left one, because the masseter is stronger. Should I just chew only on my left side to fix this?

Sometimes it's genetical and you can't do much about it but ye you can try chewing on the other side, I did saw somewhere that chewing gum can also make your ramus look longer
