eyebrow position depends on bone (supraorbital), so realistically there's not much you can do other than custom supraorbital implants, reverse browlift (on frontalis muscle), or botox.

and, no exercises will work. it depends on supraorbital development, if yours aren't naturally low — exercise wont help.
