Cooked palate?

Went to the dentist today trynna get a HERBST appliance and she said my palate doesn't need expansion and that it looks fine yet my mouth hangs open when I sleep & my sleep quality severely deteriorated, I don't feel rested when I wake up and my eyes get kinda red.

Is she really right? Dentists from my country usually don't work with what I need (palate expansion and possibly HERBST) so I'm rather conflicted if I should go to another dentist.

Should I keep trying on palate expansion?
