when my hair is wet it usually stays somewhat straight with the right amount of waves/curls imo. However, when it dries it gets very curly and stick up a lot. I there a way to make my hair a bit straighter without heat straightening (which i already do but it damages hair and makes it more straight than i would like it to be)

damn it i have nothing to say but heat straighten im useless. Idk man my hair looks like that pre-straighten too, and the only thing that helped was getting it wet and like holding down the ends so it wouldn't flip
 
Try using some kind of sea-salt pomade like the one Modern Pirate make. It’s more like a paste than a pomade. Really light and might help.

If that’s not good for you you can shop around, but that’s a good product.
