How can i fix a dull lips?

the top of my lips is the only part that looks dull, not really black or anything but just dark red-ish
but the bottom is really pink

i know i got other things to deal with and I'm still working on them like my skin

alright, put some lip balm or something on, rosy Vaseline would work best to help with the chapped and coloring, then if you still care that much diy?

i do use this lip balm pretty much everyday when i go out but i was just wondering if there are any way i could brighten it at least a bit and wdym by diy

honestly i don't think so, ur born with lip so all you can do is put something over them like the Vaseline

and wdym by diy

diy is do it yourself surgery, im not saying to not do it or do it, i want it totally up to you, but its where you cut the corners of your lips to make them wider

atp u should use a lip tint if ur open to makeup
i'd recommend benetint
