How can I fix my eyebrows/eye area?

I dye my eyebrows but they’re still just so thin that they still make me look like a f****t

I also have huge eyes and dark circles (have been using The Ordinary caffeine for 2 weeks), how can I fix this? Anything but surgerymaxxing. I‘m a part timer.
