First, weird ass title.

Second, wear sunscreen on your arms. It won't prevent it from completely tanning but it'd slow it down when you go in public. SPF 50 would be your best bet as it would prevent 98% of the UVB rays. SPF 30 would prevent about 97%, and will most likely be a less noticeable white cast, so it's up to preference. SPF 100 is an option but not necessary.

Understanding why there's a differences will require you to be aware of why one arm is tanning more than the other. If you know why, you'd be able to address it properly.

Third, look for a 'skin whitening' cream. The one you choose is up to you. Mequinol is an option. You don't want to take it long term as it might cause ochronosis but short term might help you with your problem.
