The 17 year old is just a nuance issue, noone is gonna get mad at a 19 year old for fucking a 17 year old but if that gap is any larger it's an issue due to the intent for example. The older individual is still going to the encounter knowing the individual is younger and may not be mature enough, if they do know them then that's even weirder because they had the intention of having sexual relations with someone that young regardless
But anyway these rules are in place as a generalisation more than anything, you can't really truly stop complications. For example an 18 year old could fuck a 43 year old, and while that's wrong and predatory, there's not much you can do without banning 18 year olds from also fucking 21 year olds or something like that, once again, due to gradients

How come? It is highly common. If not it is a classic pattern that psychologists have found within younger girls going and fancying the older boys in school. I know this from being in high school myself, I remember the girls my age fawning for the older boys and even crossing with them. This is nothing new and never has been anything new due to one simple law in human nature and genetics. Women naturally develop faster than men do in regards to sexual maturity and in the psyche. Now you are left with two choices here with logic, you either limit the age of consent to how it is handled and managed which is highly fair or you limit it fully whilst it still happens.
Is it really predatory? Let me set you a very clear example. If you were a young 18 year old man and an attractive cougar in her 40s shared interest and would have accepted you as a paramour; then would you reject it? Do not lie to me. Then the end example remains once more, is it really predatory if you are aware of your desire and your need for such to happen?
