improving undereyes and uppereyelid exposure with bloating

i when your face is bloated, it could be swollen, very much less defined because of the water retained

but what if
you could use the same mechanism to only make the area around the eye swollen?
is there a cream/something you can apply locally to cause water retention in only that certain area?
obviously not expecting fat grafting/implant results here
