I'll keep this extremely simple.
Step 0: Have a decent Instagram

Step 1: Follow her
Follow her if you weren't already. Wait AT LEAST two weeks, and once she follows you back, move on to the next step.

Once she posts a story, like it. This does have a drawback though, because popular foids can get hundreds of dudes liking their stories. My recommendation is to not like a picture of her, but a story of an event, like her at a concert or a football game. Liking a story shows clear interest. In most cases, it's actually LESS weird to DM her right after you like it, with something like "no way, I love (specific song the artist played at the concert)."
If she responds, UNDER NO CIRCUMSTANCES should you reply right away. Wait at least 12 to 24 hours, then continue the convo like normal.

If she shows IOI, ask for her Snap. Snap her once every three days. Psychologically, this makes her more likely to keep snapping you over time.
If she sends you any revealing or mirror pics (mirror pics don't have to be revealing), DON'T SAVE THEM IN CHAT unless she REALLY REALLY likes you. Instead, react with a heart emoji (hold down on her snap to react), leave her on open for 30 minutes, then snap her back.

- Curate your Instagram around a theme. If you're into lifting, show off some of your physique in your highlights. If you're a frat bro, post pics of you and your boys together at a party. Trust me, if a girl joins a sorority, YOU WILL KNOW from her Instagram. Make sure everything on your page is centered around your thing. You want her to see that you have something going on in your life.
