The wording concerns a wife who refuses without a legitimate excuse and intentionally causes marital conflict.
It does not mean a husband is entitled to force his wife into sex. Islamic law prohibits ظلم (injustice/harm), and marital intimacy is supposed to involve mutual rights and good treatment.
Legitimate reasons such as menstruation, illness, harm, exhaustion, or other valid circumstances change the ruling.
There are also hadiths emphasizing that men have obligations toward their wives, including good treatment and fulfilling their rights.
