a herbst appliance is generally like class II elastics, but it's metal and fixed in place, so it applies force 24/7 and doesn't rely on the patient remembering to wear it.

elastics can be less reliable because they depend entirely on how consistently the patient wears them, so if they aren't worn as instructed, treatment can be less effective.
They also arent as affective in older patients because the jaw is less malleable
