what can you do for a recessed maxilla at 20

Nothing much other than surgery.

Naturally (in males), there's lesser maxillary development between 16 to 20 compared to mandibular development. According to a study, mandibular growth at this age is double the maxillary growth. (Posterior vertical growth in mandible exceeded anterior vertical growth).
