how to improve bidelt?

im 6foot 1 but i have a small bidelt 15inch somebody got a method for this or a specifik workout? (i dont have money for hgh :((( )

train shoulders
 
Heavy Compound lifting for muscles that target the lats and the shoulders.

Apply progressive overload for Chin-ups (or Lat Pull-downs if you can't do Chin-ups yet) and Overhead Press with a barbell.

also isolate all 3 heads of the shoulders and make sure to include a pullover done with a dumbbell laying across the bench for the stretch. Pullovers helped with my mobility too as a nice bonus.

Chest Supported Rows
Cable Rows
Wide Grip Pull-ups
Behind The Neck Pull-downs

Some Shoulder exercises:
Dumbbell Overhead Press
Dumbbell Incline Bench Press
Barbell Incline Bench Press
Behind the Neck Barbell Press
Barbell Upright Rows
Dumbbell Lateral Raises
Cable Lateral Raises
Face-pulls
Dumbbell Rear Delt Flyes
