Is sub 5 the same as LTN?

The reason i ask is because LTN is below 5 in the PSL scale, so it would make sense to assume that sub 5 is the same thing as LTN, but I’ve heard that sub 5 is based off of a scale from 1-10 which means that they’re on 2 completely different rating systems.
