it forms when you are young to bind the tissues of your maxillary frontal gums and the back of your lip, and should dissapiate as older.
in some cases: it PROHIBITS frontal bone growth like the tongue tie similarly restricts proper tongue posture. for example in orthodontics, if you get treatment, this tissue could reverse progress because it's binding and tight properties restrict growth. after orthodontics, you can get your tongue and maxillary frenulum LASER CUT so it doesn't intervene with progress and your bones have less force on them, restricting growth. yet sometimes it's there but doesn't restrict movement or growth, which you can confirm with a doctor if you are worried about.
