When I did neck I did variations of curls and that was it
Focused on hypertrophy
I stopped training it cause its annoying but the dimorphism benefits are great
And then for neck I'd just do lateral raise variations because its convenient.
Would be nice to know

Neck curls are good enough for neck
Lat raise and a front delt exercise is enough for shoulders

You can do declined shrugs too. also some elastic band could help you put it on your forehead secure on a good place behind and push your head foward, my swimmer friend does it his neck is very defined
